Bill was born on November 16, 1947, in Council Bluffs, Iowa, to Curtis and Margaret (Spurgeon) Millard. In 1952, his family moved to Michigan City, Indiana, where he later graduated from Elston High School. He continued his education at Purdue University, earning a degree in engineering.
After college, Bill settled in Altoona, Iowa, where he began his career at Weil-McLain before embracing his entrepreneurial spirit. In 1992, he founded Specified Systems, a company he built through hard work and dedication, ultimately retiring in 2019.
An avid outdoorsman, Bill found joy in traveling, hunting, fishing, and playing golf. He treasured time spent with family, especially attending his grandchildren’s sporting events and sharing lunch dates with close friends. His quick wit, generosity, and adventurous spirit left a lasting impact on all who knew him.
Bill was preceded in death by his parents, Curtis and Margaret, and his brother, Wayne.
He is survived by his beloved wife, Dusty; his daughter, Shelly (Gaylen Snyder), and their son, Kade; his son, Brad (Claudia Millard), and their children, Tyler, Bailey, and Jorja; as well as his adopted children, Jordyn and Evan Johnstad. He is also survived by his siblings, Mary Beth, Janet, and Jerry.
Bill’s presence will be deeply missed, but his legacy of love, hard work, and adventure will live on in the hearts of his family and friends.

I just learned of Bill's passing with an email from the Class of 1965 Reunion Committee. I knew Bill in high school but got to know him well in later years. I worked for Weil-McLain from 1980 until retirement in 2016, so I knew Bill as a sales rep, then as a distributor. I adored him. He was smart, fun, and extremely capable in both capacities. He will be missed by so many. God bless.

I'm so sorry to read this. My Mom's family (Diana Benoit Potucek) moved from Council Bluffs to Michigan City and I remember her telling many great stories of the family. She kept Wayne in her prayers until the day she died and never got over his passing. She had true love for all of them, and I know Bill must have been an amazing man to know. Good bless. You are in our prayers and thoughts.

Bill was one of the first Reps I met when I started with Uponor and always easy to work with. He was extremely welcoming whenever I stopped to visit on my way through Iowa. He will be greatly missed.
