Frances Elaine (McKeever) Koontz, age 88, passed away peacefully on Thursday, November 24, 2022. She was born September 22, 1934 in Des Moines, Iowa. She was a dedicated activist for the Des Moines community for decades. Frances was a planning and zoning commissioner, was founder and president of ACCENT - an Eastside neighborhood association, along with many other civic duties. Frances was honored to receive the Woman of Achievement Award. Her greatest blessing was her family and she shared 61 years of marriage with the love of her life, Raymond, who was always by her side.
Frances is survived by her 3 children, 4 grandchildren, 7 great-grandchildren, and 3 great-great-grandchildren. She was preceded in death by her husband and her parents. According to Frances’s wishes, there will be no formal services held at this time.

My husband, Jim Wickham, was a classmate of Frans at Stowe Elementary School and a fellow activist in ACCENT later in life. I met Fran in that neighborhood association and also worked with her as a political campaign volunteer. She was a delightirrepressible and creative in her efforts at community betterment on our side of town. Im grateful to have known her; she made a difference.
