Norman Pawlewski

Norman Pawlewski, 86, passed away peacefully at his home on December 7, 2020. A graveside service will be held at Iowa Veterans Cemetery in the spring.
Norman was born May 28, 1934 in Buffalo, NY. After an honorable discharge from the Army, he graduated with honors from the University of Buffalo. He worked as a Public Health Advisor for the U.S. Public Health Service (CDC); Commissioner of Public Health, Iowa State Department of Health (1973-1985); Executive Director, Iowa Osteopathic Medical Association (1985-2001); Lobbyist for Iowa Faith and Freedom Coalition and Iowa Right to Life Committee. In 2004, Norman was a candidate for State Representative.
He also served as Secretary of the Iowa State Board of Health; President of the Iowa Public Health Association; Board Member of Des Moines General Hospital; and President of Iowa Osteopathic Medical Foundation.
Above all, Norman loved and served his Lord and Savior, Jesus Christ.
He is survived by his loving wife of 55 years, Rose Marie; son, David Pawlewski (Shelly); daughter, Dawn Krogh (Rod); his grandchildren, Nicole Rens (Tyler) and David Joshua Krogh; and great-grandchildren, June and Sawyer.

I worked with Norm Pawlewski and admired him greatly. He was a great Commissioner. I was the Secretary-Treasurer for many years and would have served Norm when he was the President of the Iowa Public Health Association. I send my sympathy to his family. He will be remembered as a great person. Hope is grief's best music. Norm Pawlesski was a very positve person and would want you to remember him and carry on. His new address is Heaven. I was sad to hear of the passing of Commissioner Pawlewski. I worked with Norm as an assistant attorney general assigned to the Iowa Department of Public Health and its Certificate of Need program in the early 1980s. It was a tremendous expreience for me and I learned much from him. We had good discussions and debates, he listened with respect, and he was ever guided by what he believed was best for the pubic's health. Our paths continued to cross over the years as we both went on to new positions in health care where his commitment to public health remained unwavering. God's peace and grace to his family as you mourn his passing and celebrate his special life.

I worked off and on with Norm throughout my public service career, most of those years served at the Iowa Department of Public Health. Norm was an unapologetic advocate for the health of Iowans, whether in his role as Public Health Director, lobbyist, association executive, or a member of the State Board of Health. His positive influence will be felt by many in the health and public health communities. My condolences to his family and friends.

I was privileged to know Norm in the late 1980's through IOMA. He truly was a gentleman who fought to improve healthcare for Iowans. Norm definitely made a difference. May he rest in peace.

My condolences to Norman's family.
Norman and I worked together for many years at the Iowa Department of Health in the 1970's and 1980's where I was the Administrator of the Division of Health Facilities.
Together, we reformed the decrepited old County Care Facilities and Board and Care Facilities implementing new Federal standards for Life Safety Code and Intermediate Care Facilities. Reforming them into modern, professionally staffed nursing homes we know today.
With his help and support we went the US Senate at the invitation of Senator Grassley to advocate for nursing home reform. It was passed by Congress in OBRA '87, Nursing Home Reform, which still stands today in the U.S Code.
Norman was an advocate for Public Health and improvng the health care for all Iowans.

i worked at the Capitol for 37 years. Nine years as a democrat House member from Davenport during the 1980s. The remaining years until 2018 when I retired as a contract lobbyist. I was fortunate to become acquainted with Norm during my years as a contract lobbyist. Norm was the consumate gentlemen during my dealings with him in the arena of conflict resolution under the Golden Dome. His knowledge of the issues at hand were without refute. My most memorable interaction with him came during our last few years on The Hill while chatting casually in the rotunda on subjects of personal interest including our families and cars. We talked at length a number of times during lulls at the Capitol despite our total opposite political philosophies. Norm was a kind and jovial individual that will always be in my memory. May he rest in peace.
